Latvian Ombudsman uncovers rights violations in Latgale children's home

The Ombudsman of Latvia has uncovered significant child rights violations at a children's home in the Latgale region. The facility, which houses approximately 20 children, is facing scrutiny over severe funding shortages and inadequate care standards.

Investigations revealed that less than 200 euros is allocated annually for a single child's clothing and footwear for all seasons. Additionally, food costs were noted as being extremely low, with breakfast costs ranging from 0.55 to 0.69 euros and dinner costs between 0.72 and 1.28 euros. The Ombudsman also reported finding empty refrigerators during inspections.

Further concerns were raised regarding communication, as staff members reportedly rarely speak Latvian despite it being the native language of the children in residence. The Ombudsman is scheduled to meet with local municipal leadership to address these issues and the perceived lack of oversight by social services. A special report detailing systemic problems within such institutions is expected to be published in November.
