Latvian Prime Minister calls for Crisis Management Center reforms

Latvian Prime Minister Andris Kulbergs has called for significant reforms to the nation’s Crisis Management Center (KVC), stating that the current institution is not functioning as a true crisis management body. Following discussions with President Edgars Rinkēvičs, Kulbergs emphasized that while funding and documentation exist, the center lacks the necessary authority and dedicated space to effectively coordinate crisis responses.

Kulbergs suggested that Latvia should adopt technical solutions and operational models used in Ukraine, which has offered its expertise to Latvia. He also proposed integrating the private sector into the crisis management framework, suggesting that private contractors, such as fuel suppliers, should be legally obligated to maintain operational capacity during emergencies.

President Rinkēvičs acknowledged that while the KVC has broad legal mandates, its development has stalled due to shortages in resources, technology, and personnel. The President has provided the Prime Minister with a specific list of recommendations to facilitate the center’s improvement.
