Latvia's Constitutional Court rejects Prosecutor General's petition

The Latvian Constitutional Court has refused to initiate a case following a petition by Prosecutor General Armīns Meistars regarding the so-called ‘corruption case’. The court ruled that the Prosecutor General does not have the legal authority to submit a petition for this specific claim.

The court clarified that the contested acts are individual legal acts of the Cabinet of Ministers rather than normative acts. Because these protocols are legally binding to only one institution and do not regulate an indefinite number of situations, they do not fall under the Constitutional Court's jurisdiction for reviewing the compliance of normative acts with higher legal norms.

The original petition by Meistars sought to invalidate two points in Cabinet of Ministers protocols that instructed the Ministry of Agriculture to implement price corrections in long-term contracts held by Latvijas valsts meži (LVM) regarding coniferous timber.
