Lebanese Real Estate Authority opposes rent law amendments
Andrea Zuhairi, President of the Lebanese Real Estate Authority, has rejected proposals to amend existing rent laws, arguing that such moves undermine legislative stability and unfairly burden long-term property owners.
Zuhairi noted that the new law for non-residential spaces is already in its final stages of implementation, with many agreements reached and judicial rulings issued. She stated that unresolved cases represent only about 10% of the 64,000 original units still subject to old rent regulations. She emphasized that landlords have endured decades of exceptional legislation and legal costs, and that property rights should not be treated as a political or electoral tool.
Regarding residential rents, Zuhairi pointed out that the 2014 law (amended in 2017) established clear timelines, providing extensions for certain groups—such as those receiving support—until 2029. She argued that solving housing crises should involve improving mortgage loans and financing mechanisms rather than extending old leases at the expense of owners. Additionally, she called for state support for owners of heritage buildings through tax exemptions and restoration incentives.
