The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reports that 821,077 displaced Lebanese have begun returning to their areas of origin as of 30 July, while more than 360,000 remain displaced, including about 26,000 in government shelters.

The returns occur amid a lull in the Israel‑Hezbollah war and a new round of US‑sponsored negotiations in Rome between Lebanon and Israel that started on 5 August and are scheduled to run until Thursday. The talks aim to implement a framework deal that calls for Hezbollah’s disarmament, a gradual Israeli withdrawal from southern Lebanon, and deployment of the Lebanese army in pilot zones.

Hezbollah has rejected the framework, with leader Naim Qassem warning that direct negotiations will bring “nothing but shame, humiliation, and successive compromises”. The conflict displaced more than a million people at its peak and killed over 4,300, while damage to water and electricity infrastructure has left more than 700,000 people in south Lebanon with severely limited water access.
