Legal actions filed in Paraguay and Spain following fatal accidents

In Paraguay, relatives of four victims from a fatal September 2024 traffic accident in Pedrozo, Ypacaraí, have filed a lawsuit against the State and the Ministry of Public Works and Communications. The plaintiffs are seeking 27 billion Guaraníes in compensation for damages, lost profits, and moral harm. The accident occurred on Route PY-02 when a Scania tractor-trailer, reportedly suffering from brake failure while descending a slope, struck vehicles stopped at a traffic light, resulting in the deaths of Roger Estigarribia, Rosana Méndez, and her daughters, Jazmín and Fiorella Cristaldo Méndez.

In Spain, families of four miners killed in a March 2025 explosion at the Cerredo mine in Degaña have initiated legal proceedings for patrimonial responsibility against the Principality. The families are seeking clarification on whether the administration properly verified the legality of coal extraction activities during the mine's closure process. They are specifically questioning if the Institute for Just Transition should have been consulted regarding the necessity of returning closure subsidies before any research or extraction permits were considered, following an incident involving illegal coal extraction that led to the fatal firedamp explosion.
