Legal actions taken against military personnel in Chile and Colombia
In Chile, the National Institute of Human Rights (INDH) has filed a criminal complaint in Valparaíso regarding alleged torture suffered by a former cadet at the Arturo Prat Naval School. The legal action targets the Director of the Naval School, Captain Juan Pablo Castro, a cadet identified as Ismael Donoso, and other responsible parties. The complaint includes charges of torture, serious injury, denial of assistance, falsification of public instruments, threats, administrative malfeasance, and omission of criminal reporting.
In Colombia, the Prosecutor's Office has charged Marine Infantry Brigadier General Wilson Martínez Londoño with domestic violence. Investigations indicate that between 2022 and 2024, the officer engaged in a prolonged cycle of psychological, economic, and vicarious violence against his former partner. The charges allege that Martínez Londoño used his position of power to control the victim's daily activities and prevent her from exercising motherhood by distancing her from their minor child.
