Legal and traffic enforcement issues in Brazil

In Silvânia, motorists are frequently ignoring parking prohibitions in front of a fire hydrant located near the Hospital Nosso Senhor do Bonfim. This lack of enforcement by the Municipal Traffic Superintendency (SMT) hinders emergency water access for fire crews. Local residents have threatened to submit a petition to state authorities in the capital to demand stricter penalties and oversight.

Separately, legal guidance regarding consumer rights in Porto Alegre and its metropolitan region clarifies that businesses are liable for vehicle damage or theft in their parking lots. Despite signs claiming companies are not responsible for such incidents, the Superior Court of Justice (STJ) Súmula 130 establishes that establishments must compensate customers for damages. This responsibility applies even to free parking lots, as the service is considered an indirect economic advantage for the business.
