Legal Challenge to Trump Paint Test on Eisenhower Executive Office Building
Preservation groups, led by Cultural Heritage Partners, have filed an emergency injunction to halt the Trump administration's plan to test a mineral silicate “magic paint” on the Eisenhower Executive Office Building (EEOB) in Washington, D.C. The administration proposes applying four small test panels to the building’s Gilded Age façade, a step the plaintiffs say moves toward a full‑scale repaint that could damage the historic granite. Critics, including attorney Greg Werkheiser, argue the testing lacks independent expert oversight and could trap moisture, accelerating deterioration. Trump has called the EEOB’s gray granite “ugly” and wants it painted white to match the White House. Oversight of the project was shifted from the General Services Administration to the White House Office of Administration, raising concerns that the required historic‑preservation review mandated by Congress could be sidestepped. The White House maintains the test does not commit to a full repaint and that environmental and historical reviews with the Commission of Fine Arts and the National Capital Planning Commission are ongoing.
