Legal proceedings follow fatal traffic accidents in Paraguay and Peru

Legal proceedings are advancing in two separate fatal traffic accidents in Paraguay and Peru.

In Pedrozo, Ypacaraí, Paraguay, a truck driver named Víctor Raúl Delacruz has been ordered into preventive detention following a collision that resulted in six deaths. His lawyer, Antonio Morínigo, is seeking to have his client tried at liberty, arguing that Delacruz is a professional driver with no prior criminal record and that the road itself is a “death trap.”

In Chala, Peru, a court has ordered the release of Richard David Hualla Turpo, a mototaxi driver involved in the death of police officer Gustavo Adolfo Humpire Portugal. The officer was struck during a vehicle control operation on the Panamericana Sur highway. While the driver faces investigation for manslaughter and endangering the public, he will proceed under restricted appearance rather than preventive detention, a decision that has drawn criticism from the officer's family.
