Legal sector in Brazil faces technological and regulatory shifts

The Brazilian legal sector is facing shifts driven by technological advancement and regulatory debate. Luiz Flávio Borges D’Urso, former president of the OAB-SP, has publicly called for the abolition of supplementary registration fees. He argues that since digital tools and videoconferencing allow lawyers to practice across different states from a single office, the 1994 requirement for additional registration when practicing habitually in another state is no longer justified.

Simultaneously, the rise of artificial intelligence is reshaping mass litigation in Brazil. Despite the productivity gains offered by AI, the number of lawyers working in high-volume litigation has continued to grow, increasing by an average of 3% annually between 2018 and 2025. This growth coincides with a surge in judicial volume, which rose by 8% in 2022. While only 2% of the country's 1.5 million lawyers work in this segment, they handle over 70% of the total judicial cases involving Brazil's largest companies.
