Mexico Chamber of Deputies approves national cadastral reform law

The Mexican Chamber of Deputies has approved the General Law for the Strengthening and Harmonization of Cadastral and Registry systems. The initiative, proposed by President Claudia Sheinbaum, aims to modernize, standardize, and enable interoperability between public property registries and cadastral records across the country.

The reform introduces tools such as the Unique Cadastral and Registry Certificate to improve property identification and reduce legal uncertainty regarding land tenure. It also establishes a National Cadastral Platform and a National Public Property Registry Platform, to be managed by the Agency for Digital Transformation and Telecommunications.

The legislation faced significant opposition from the PAN and PRI parties. Opponents characterized the reform as a ‘predialazo’, arguing that updating cadastral values would lead to increased property tax burdens for Mexican families. They also raised concerns regarding the financial capacity of smaller municipalities to implement these technological changes. Conversely, supporters from Morena and its allies maintained that the law does not create new taxes but rather strengthens municipal revenue capacity and eliminates legal gaps.
