Legislative initiatives proposed in Peru and Mexico

In Peru, members of the Buen Gobierno parliamentary group are pushing Bill No. 676-2026 to repeal Law 32301, commonly referred to as the “Anti-NGO Law.” The current legislation, approved under the Dina Boluarte administration, restricts the ability of non-governmental organizations to use international funding for legal actions against the state. The proposed repeal aims to restore the original functions of the Peruvian Agency for International Cooperation (APCI) and eliminate sanctions that classify the use of international resources to assist in judicial actions against the Peruvian state as a very serious infraction.

In Mexico, the Chamber of Deputies has approved a federal legislative initiative presented by Deputy Gerardo Ulloa Pérez to increase penalties for the crime of dispossession (despojo). The proposal seeks to raise prison sentences from a current range of three months to five years to a range of six to ten years. Additionally, it proposes increasing fines and introducing aggravating circumstances for public officials involved in such crimes. Data indicates that between 2015 and 2025, Mexico recorded over 42,300 cases of dispossession, with the State of Mexico reporting the highest incidence.
