Legislative oversight and procurement reform proposed in Puerto Rico and Mexico

The Senate of Puerto Rico has approved three information requests to investigate various government contracts and regulatory compliance. Under the leadership of Senate President Thomas Rivera Schatz, the requests demand records from the Secretariat of the Governor and the Office of Management and Budget regarding contracts processed between July 1 and the resignation dates of officials Francisco Domenech Fernández and Itza García Rodríguez. Additionally, the Senate is seeking the complete file regarding a temporary power generation agreement with Power Expectations.

In Mexico, the organization Transparencia Mexicana has proposed the creation of a General Public Procurement Law. The proposal aims to standardize the more than 120 different methods of public contracting currently used by federal and state governments. According to director Eduardo Bohórquez, a unified law would increase transparency, reduce corruption risks, and facilitate the participation of small businesses in a market that exceeds two trillion pesos annually.
