Legislative reforms face scrutiny in Moldova and Romania

In Moldova, Parliament has held public consultations regarding a draft law aimed at introducing a new mechanism for compensating victims of criminal and contraventional proceedings. Participants raised concerns regarding the eligibility criteria for compensation, the definition of an “illicit act,” and the potential financial burden on the state budget. The Moldova Legal Resources Center noted that current judicial awards are significantly lower than requested claims, suggesting clearer criteria for calculating damages. Meanwhile, prosecutors and judicial authorities warned that overly broad definitions could trigger excessive litigation.

In Romania, the Expert Forum (EFOR) has issued a critical evaluation of a proposed Political Parties Law drafted by the Permanent Electoral Authority (AEP). While the reform includes positive administrative updates such as digital management and clearer rules for asset management, EFOR warns of systemic vulnerabilities. Key criticisms include the transfer of oversight from courts to the AEP, potential restrictions on the freedom of association, and imprecise grounds for the dissolution of political parties, which could undermine political pluralism.
