Legislative reforms target micromobility and delivery safety in Mexico and Ecuador

Legislative bodies in Mexico and Ecuador are advancing reforms to regulate micromobility and delivery services to enhance road safety.

In San Luis Potosí, Mexico, the State Congress's Mobility Commission approved a reform to the state Transit Law. The proposal would make helmets mandatory for users of electric scooters, bicycles, monocycles, and electric skateboards with maximum speeds of 25 km/h. The reform also empowers authorities to conduct operations against the use of distractors while driving and emphasizes the preferential use of public spaces for pedestrians, cyclists, and vulnerable groups. The measure awaits a vote by the full Congress.

In Ecuador, the National Assembly is set to debate reforms to the Land Transport, Traffic, and Road Safety Law specifically targeting delivery drivers. Proposed measures include the creation of a National Registry of Drivers and Vehicles for home delivery services. Requirements for motorcycle delivery workers include the use of approved helmets, reflective vests, and visible license plates on both the vehicle and delivery containers. Additionally, the proposal seeks to prohibit motorcycle delivery drivers from carrying passengers.
