Leicestershire County Council threatens legal action over city expansion

Leicestershire County Council is preparing a potential legal challenge against the UK government’s plan to expand the boundaries of Leicester. The council leader, Dan Harrison, announced intentions to send a “pre-action protocol” letter to the government to seek the evidence supporting the decision, which could lead to a judicial review.

The proposed local government reorganisation aims to reshape the political map of Leicestershire and Rutland by replacing 10 existing councils with two new local authorities. The Ministry of Housing, Communities and Local Government stated the move is intended to improve public services, increase financial sustainability, and provide land for new housing.

However, the plan faces significant local opposition. Residents held protests outside County Hall, with local MP Edward Argar describing the expansion as a “city land grab.” Critics argue that the expansion ignores public sentiment; a recent consultation showed that 87% of the 47,000 participants were against the proposals. The council expressed concern that approximately 250,000 people currently living in the county could be moved into the enlarged Leicester council boundary by 2028.
