Leipzig cuts 2025 staff but boosts employee training

The City of Leipzig’s 2025 personnel report shows that, due to a tight municipal budget, no new positions were created. Instead, 259 full‑time posts were reassigned to high‑need areas such as schools, custodial and fire‑technical services, while another 100 positions were temporarily frozen. These measures saved roughly €7 million in personnel costs and contributed to fiscal consolidation.

Despite the budget pressure, Leipzig maintained a strong focus on staff development, allocating an average of €489 per employee for further training in 2025. The workforce comprised 667 civil servants, 8,429 tariff employees, 373 trainees and students, and 85 other staff members. The Youth, School and Democracy department remained the largest personnel area at 33.6 % of the total. The average employee age was 44.1 years, and female leadership representation stayed at 49 %. Part‑time work accounted for 47.8 % of contracts, while fixed‑term contracts fell to 2.5 %, well below the national average. The city received over 10,500 applications for 570 advertised positions, and 89.3 % of graduates were offered permanent jobs. Health indicators showed a slight drop in sick leave from 9.6 % to 9.4 %, mainly due to respiratory illnesses.
