Lelystad youth care agency found to have used overly strict procedures
An independent investigation by consultancy firm AEF has concluded that the youth care mediator Jeugd Lelystad (JEL) implemented overly strict procedures that caused problems for families and their surroundings. The report indicates that an emphasis on cost control and budget management led to inappropriate referrals, where families requiring specialized care were instead directed toward general provisions like group discussions or community activities.
In some instances, cases were closed without assistance because parents struggled to articulate their specific needs, or because they were forced to withdraw applications after being offered inadequate alternatives. These rigid approaches may have ultimately increased costs by forcing families to seek help through other channels or requiring more intensive support later due to escalated crises.
The investigation also highlighted failures in municipal oversight and regional cooperation. The municipality of Lelystad was criticized for insufficient supervision of care quality and outcomes. Issues such as staff turnover, budget constraints, and lack of expertise contributed to a breakdown in trust between JEL, the municipality, and regional care providers. Following previous complaints regarding intimidating leadership, the director of JEL and the responsible alderman have already departed.
