Lempäälä municipality to begin cooperation negotiations for fiscal program

The Lempäälä municipal board has decided to initiate cooperation negotiations starting October 12, 2026. These negotiations are part of the preparation for a sustainable municipal economy program covering the years 2027–2029 and will involve the entire municipal staff.

The program aims to achieve long-term fiscal balance and ensure the funding of services. For 2027, personnel-related adjustment effects of nearly 0.5 million euros compared to 2026 have been identified. By 2029, the goal is to achieve an adaptive effect of -1.625 million euros in the personnel cost base, which is equivalent to approximately 30 person-years.

To reduce person-years, the municipality intends to primarily utilize retirements, reduce the use of fixed-term official and employment relationships, change or merge tasks, and implement changes in operating methods. Layoffs are considered a last resort, and the municipality does not intend to use furloughs as a means of adjustment, as it is seeking permanent savings.
