León city council cuts temporary staff below legal limit as Valencian government launches new temp job pools

The municipal government of León has lowered its structural temporary‑employment rate from 29.5% to 7.5%, a 22‑point drop that brings the city beneath the 8% ceiling set by Spain’s Law 20/2021 for extraordinary employment stabilization. León offered 417 temporary positions, the most among the 22 public entities examined in the regional audit, and joins other Castile‑and‑León municipalities such as La Bañeza and Villaquilambre that have also met the legal target.

At the same time, the Generalitat Valenciana has authorized several urgent temporary‑employment pools for its instrumental public bodies, including cultural institutions (Les Arts, IVAM), the Castellón airport, and the emergency‑services agency. Selections will be made by merit‑based scoring without requiring an exam, covering roles from specialised technical staff to garden‑maintenance workers. The aim is to address immediate staffing needs caused by absences, seasonal demand or staffing shortfalls while regular public‑employment offers are prepared.
