Leskovac City Administration and Public Transport Provider Clash Over Payments

The City of Leskovac and the special purpose company GPLE d. o. o. Leskovac are in a dispute regarding the payment of public transport services. The City Administration announced that it has settled all active and registered invoices in the Central Invoice Register this year, totaling 144,686,170 dinars. Officials stated that all obligations were met within legal deadlines and characterized criticisms regarding payments as politically motivated attempts to create a false impression of local government operations.

In contrast, Novica Mladenović, owner of ASP-Jugotrans and a member of the transport consortium, claims that September subsidy compensation has not yet been paid. Mladenović stated that while the city requested an invoice correction due to irregularities, the payment has not been realized following the correction. He described the city's official statement as resembling “classic manipulation” and noted that this unpaid invoice was a primary cause for the recent strike by ASP-Jugotrans.

The concession agreement for urban and suburban passenger transport was signed on July 1, 2024, for a 20-year period. The GPLE consortium includes Frenki Komerc, ASP d. o. o. Jugotrans Bobište, and Transportno usluzno preduzeće Kanis d. o. o. Leskovac.
