Liberia Civil Service Agency implements payroll controls and regional expansion

The Civil Service Agency (CSA) of Liberia has introduced stricter measures to manage government personnel spending ahead of the 2027 National Budget. Director-General Dr. Josiah F. Joekai Jr. reported that 32 out of 109 invited government spending entities failed to attend mandatory manpower hearings intended to verify staffing requirements and prevent unjustified payroll expenditures. The CSA has submitted its Annual Manpower Hearing Report to the Ministry of Finance and Development Planning (MFDP).

Simultaneously, the CSA is expanding its regional presence to decentralize public service delivery. A renovated regional office in Tappita, Nimba County, is now operational. Construction is also underway for new regional headquarters in Gbarnga, Bong County, which is expected to be completed by December 2026, and in Zwedru, Grand Gedeh County, with a projected completion date in late January 2027.
