Liberia enacts port autonomy laws to decentralize management

President Joseph N. Boakai has signed two port autonomy bills into law, ending decades of centralized control over Liberia’s maritime and inland ports. The legislation grants operational independence to these ports and establishes the National Ports Regulatory Commission of Liberia to oversee standards, operations, and sector fairness.

Supporters view the reform as a major trade-infrastructure overhaul intended to accelerate investment, maintenance, and service delivery. However, the transition has sparked political and security concerns. Critics note that the law creates four independent port security forces without a shared command structure or integration with the Liberia Drug Enforcement Agency and Coast Guard.

Additionally, the legislation has highlighted political tensions between key figures. Senator Nyonblee Karnga-Lawrence, an architect of the bill, and Vice President Jeremiah Koung are viewed by observers as potential rivals for the 2029 presidency, with the new port structures potentially shifting regional political influence.
