Liberia's Cybercrime Act faces first test amid VP cyberbullying arrest

Liberia’s Cybercrime Act of 2025 is facing its first major legal and social test following the arrest of Jerry Nyantee Wrotto. Wrotto is accused of cyberbullying and creating manipulated digital content involving Vice President Jeremiah Kpan Koung Sr.

The incident has ignited a national debate regarding the tension between digital security and constitutional rights to free expression. While Executive Protection Service Director Sam Gaye has defended the application of the law to digitally manipulated material, other figures, including former Finance Minister Samuel D. Tweah Jr., argue that such arrests may infringe upon protected speech.

A secondary legal dispute has emerged concerning the authority of the state versus the victim. Although Vice President Koung has requested Wrotto’s release as an act of tolerance, Ministry of Justice officials have noted that criminal cases are prosecuted in the name of the Republic, questioning whether a complainant can unilaterally withdraw a charge once the state has initiated it.
