Libya 4+4 Committee signs final electoral roadmap agreement
Members of the 4+4 Committee have signed a final agreement regarding the electoral roadmap in Libya, aimed at facilitating presidential and parliamentary elections and unifying executive authority. The agreement was signed in Tripoli following seven meetings intended to bypass the political deadlock between the House of Representatives and the High State Council.
Under the terms of the agreement, the House of Representatives and the High State Council must ratify the document within one month of signing. If they fail to do so, the UN mission may seek to approve it nationally through a broadly representative mechanism to grant it constitutional status, potentially before referring it to the UN Security Council.
The agreement has faced immediate pushback from local political actors. Approximately 57 political parties have expressed opposition to reports suggesting the plan might implement an individual voting system that excludes political parties from candidacy. These groups argue such a move would undermine the institutionalization of political life in the country.
While several international actors, including the United States, United Kingdom, France, Italy, Germany, and others, have welcomed the agreement, analysts note that international support does not guarantee local implementation. The success of the roadmap remains contingent on overcoming deep-seated divisions between the eastern and western factions of the country.
