Libya airspace restrictions lifted by ICAO after 11 years
Libya’s Ministry of Transport announced that the United Nations’ International Civil Aviation Organization (ICAO) has removed airspace restrictions that were originally issued in 2015 during the country’s civil war. The decision was formally issued on October 23 and announced by ICAO Secretary General Juan Carlos Salazar during a meeting of civil aviation officials in Doha.
The ministry stated that the lifting of these measures follows progress in the Libyan civil aviation sector. According to official statements, the country has seen an unprecedented demand for transit permits. The number of registered permits for the 2026-2027 winter season has surged to 61,968 flights per month, effective this November, compared to an average of 2,000 transit flights per month during the 2025-2026 season.
The ICAO decision will be circulated to all 193 member states for implementation. The removal of restrictions follows years of instability in Libya, including a civil war that damaged aircraft at Tripoli International Airport in 2014. Previously, airline operations in Libya were largely limited to destinations such as Tunisia, Jordan, Turkey, Egypt, Saudi Arabia, and Sudan.
