Libya discusses infrastructure reconstruction and power sector stability
Libya is pursuing dual tracks to address national development and critical utility failures. Belgasem Khalifa Haftar, Director General of Libya’s Development and Reconstruction Fund, met with a senior Chinese delegation in Benghazi to discuss investment and cooperation on major infrastructure projects. The talks focused on leveraging Chinese expertise, technology, and investment to support reconstruction efforts and strengthen economic ties.
Simultaneously, Libya’s Minister of Planning, Mohamed Al-Zaidani, met with the Chairman of the General Electricity Company of Libya (GECOL), Al-Bashir Al-Marash, to address the country’s electricity crisis. The meeting focused on the first phase of an ‘Urgent Emergency Plan’ designed to enhance power generation readiness, perform essential maintenance, and repair transmission and distribution networks. This initiative follows a period of extreme heat and severe blackouts that triggered civil unrest and threatened government stability.
