Libya House of Representatives adopts 4+4 election roadmap
The United Nations Support Mission in Libya (UNSMIL) has welcomed the Libyan House of Representatives' unanimous vote to adopt the final agreement reached by the ‘4+4’ small dialogue committee. The agreement, signed on August 30, 2026, establishes a roadmap to hold legislative and presidential elections within a maximum of 24 months under a single executive authority and unified national institutions.
The ‘4+4’ committee consists of four representatives from the Government of National Unity and four from the General Command of the Eastern forces. The agreement aims to restructure the Election Commission and amend the electoral framework to break the current political deadlock.
While the move has received international and local support, it faces opposition from Presidential Council head Mohamed al-Menfi and High Council of State head Mohamed Takala. Stephanie Koury, Deputy Special Representative for Political Affairs, noted that the roadmap agreement was sent to the leadership of both the House of Representatives and the High Council of State, providing them one month from the signing date to grant approval.
