Libya House of Representatives to hold session in Benghazi

Libya’s House of Representatives has called for an official session in Benghazi to begin a new legislative term. The session is expected to address proposed constitutional and legislative amendments, including the potential incorporation of the 4+4 agreement into the Constitutional Declaration.

The meeting follows internal disputes within the parliament. In late September, 86 lawmakers accused leadership of obstructing their ability to hold sessions and discuss reforms. The upcoming session may also serve as a mechanism to renew parliamentary leadership. Under internal regulations, the Council has the authority to withdraw confidence from the Speaker if they are deemed to be undermining the Council’s work.

Lawmakers are also set to discuss amendments to Law No. 4 of 2014, which governs the House’s internal structure and procedures. Additionally, the session follows recent legislative changes regarding the High National Elections Commission (HNEC), aimed at restructuring the body to manage presidential elections.
