Libya: UN Security Council welcomes 4+4 agreement to advance national elections
The United Nations Security Council has welcomed the signing of the ‘4+4 agreement’, a pact between Libya’s rival political and security blocs intended to resolve disputes over the constitutional basis for national elections. The agreement aims to support the political process and the unification of Libyan institutions, including military and security sectors.
Libya’s House of Representatives and High State Council have until the end of September to endorse the agreement. This timeline precedes the expiration of the mandate for the UN Support Mission in Libya (UNSMIL) in October. The United States and other international partners have expressed support for the roadmap, with U.S. officials stating that bilateral diplomacy is intended to complement UNSMIL’s efforts.
Success depends on the ability of Libyan institutions to implement the framework, which includes moving toward a unified executive and a unified spending framework for 2026. The agreement seeks to overcome the electoral deadlock that has persisted since 2021.
