Libyan 4+4 committee initialed electoral agreement in Tunis
Members of the 4+4 dialogue committee have initialed a final draft agreement in Tunis concerning electoral laws and the formation of the High National Elections Commission (HNEC). The agreement, reached under the auspices of the United Nations Support Mission in Libya (UNSMIL), aims to address legal and constitutional hurdles to national elections.
The committee has agreed to meet again within Libya before the end of August to establish implementation arrangements and officially announce the agreement. While the deal covers the HNEC board and electoral frameworks, it does not establish a specific date for elections or create a new government.
The United States, through senior advisor Massad Boulos, welcomed the progress as a “step toward credible national elections.” However, Libyan Presidential Council President Mohamed al-Menfi expressed reservations, arguing that Libya requires genuine consensus rather than arrangements that might perpetuate existing divisions.
