Hessian authorities are investigating a rise in a criminal phenomenon known as ‘Violence as a Service’. This model involves criminal networks recruiting young people, typically aged 15 to 25, often from abroad, to carry out violent acts for payment.

The Landeskriminalamt Hessen reported that investigated cases rose from single digits in 2024 to the lower double digits in 2025. The spectrum of crimes includes explosive attacks, targeted shootings at vehicles, attacks on residential buildings, and assaults on businesses.

Recent explosions in Frankfurt and Offenbach, targeting bars, kiosks, and residential entrances, have provided significant evidence linking these incidents to organized crime. Similar investigations are also underway in Kassel regarding an extortion gang using arson threats.
