Lombardy and Liguria advance differentiated autonomy through regional council votes
The Lombardy Regional Council has approved a resolution to advance differentiated autonomy, authorizing negotiations with the Italian government. The agreement focuses on four key areas: civil protection, specific professions, supplementary social security, and health protection coordination. Under these proposed powers, Lombardy could issue emergency ordinances deviating from state rules for up to two years, manage urgent civil protection personnel recruitment, and establish healthcare reimbursement rates different from national standards, provided essential levels of care are maintained.
Similarly, the Liguria Regional Council has approved definitive agreement schemes with the national government to implement differentiated autonomy. This move, shared by other northern regions, aims to grant Liguria greater management autonomy over civil protection, professional regulation, and supplementary social security. Ligurian officials emphasized that these powers will allow for faster responses to local emergencies, such as flood relief, and provide more flexibility in managing regional health resources.
In a separate administrative update, the Liguria Region has simplified landscape management processes for municipalities with fewer than 5,000 residents. Small municipalities are no longer automatically required to form associations to exercise landscape functions, allowing them to choose between direct management or voluntary association based on their organizational needs.
