Lin Kuo-chang unveils ‘Cultural Governance 2.0’ for Yilan

Lin Kuo-chang, a candidate for Yilan County Magistrate, has unveiled his ‘Cultural Governance 2.0’ platform. The proposal aims to transition from merely promoting culture to using it as a core tool for regional governance and competitiveness.

The five pillars of his policy include:

• Culture as Life: Activating cultural venues through extended hours and volunteer programs. • Culture as Education: Integrating traditional arts like Gezaixi into schools and establishing an eastern archaeological research center. • Culture as Identity: Preserving local folk customs and proposing a ‘one-day cultural holiday’ for students to participate in local festivals. • Culture as Governance: Creating a 30-year cultural policy white paper and revitalizing the Zhongxing Cultural and Creative Park. • Culture as Industry: Hosting the Taiwan Design Award and establishing the Lanyang International Film Festival to boost cultural tourism.

Local cultural workers Lin Cheng-fang and Wu Ming-feng expressed support for the framework, noting that integrating culture into daily life, education, and cross-departmental governance is essential for Yilan’s long-term development.
