Lindsey Isaacs testifies to U.S. Senate after wrongful arrest

Lindsey Isaacs, a 23-year-old Florida woman, testified before the U.S. Senate Judiciary Committee’s Subcommittee on Crime and Counterterrorism regarding her wrongful arrest and subsequent incarceration. Isaacs was falsely identified by Flock Safety’s automated license plate reader technology as the driver involved in a fatal October 2025 hit-and-run crash near Debary, Florida, which resulted in three deaths.

During her testimony, Isaacs described the psychological toll of being held in solitary confinement for approximately 86 hours and later being transferred to a maximum-security housing unit. She stated she faced multiple felony charges, including vehicular homicide, which carried the possibility of a life sentence.

The hearing, titled “Always Watching: Flock’s Nationwide AI Surveillance Network,” was chaired by Senator Josh Hawley. The investigation follows growing scrutiny of automated surveillance systems and their potential for systemic abuses, including wrongful arrests and stalking incidents. Executives from Flock Safety did not attend the hearing.
