Liner and KAIST partner to develop AI for policy research

AI startup Liner has signed a memorandum of understanding with KAIST’s di-Lab (Digital Innovation and International Development Lab) to collaborate on ‘AI for Policy Research.’ The partnership aims to enhance productivity and knowledge accessibility in the fields of international development and science and technology policy.

The collaboration will focus on three core tasks: conducting empirical research on research workflows using the ‘Liner Scholar’ AI agent, developing domain-specific knowledge graphs and verification agents to structure complex policy data, and designing AI-based policy simulation environments. These simulations will model various stakeholders, such as donor agencies and recipient governments, to predict the impact of policy interventions.

Liner will provide AI agent technology and system development capabilities, while di-Lab, led by Professor Kyung-ryul Park, will provide domain expertise, application context, and academic validation. The research also aims to analyze how AI tools affect research productivity and whether they help bridge or widen the global AI and research capacity gap.
