Lisbon Metropolitan Area municipalities demand urgent Volta system review

The 18 municipalities comprising the Lisbon Metropolitan Area (AML) have unanimously called for an urgent revision of the Volta packaging system. In a joint statement following a meeting of the Lisbon Metropolitan Council, local leaders argued that the deposit and refund system is not functioning effectively.

While acknowledging the environmental goals of the program, the AML expressed concerns regarding its negative social and environmental impacts. Specifically, officials highlighted issues with urban cleanliness, sanitation, and the conservation of municipal equipment.

Additional grievances cited by the municipalities include inadequate territorial coverage of the return network, poor consumer experiences, and increased operational burdens on local governments. Carlos Moedas, President of the Lisbon Metropolitan Council and Mayor of Lisbon, noted that the inefficiencies of the system have exacerbated public space organization issues and intensified social challenges requiring government intervention.
