Lisbon parking fees increase for first time in 15 years

The Lisbon City Council is set to raise municipal parking rates for the first time since 2011. Hourly fees will increase by five to ten centimes depending on the zone: green zones from €0.80 to €0.85, yellow from €1.20 to €1.25, red from €1.60 to €1.70, brown from €2.00 to €2.10, and a theoretical black zone from €3.00 to €3.15, which has never been applied. The proposal, backed by Vice‑President and Mobility Councillor Gonçalo Reis, ties the adjustment to the 2024‑25 Consumer Price Index (4.82 %) and argues that higher fees are needed to sustain the Empresa Municipal de Mobilidade e Estacionamento de Lisboa (EMEL) amid rising staff costs and ongoing investments such as the city bike‑share network, cycle lanes, parking facilities and traffic‑light management.

EMEL estimates the change will generate a minimum of €840 000 in additional annual revenue, raising total parking income to more than €25.9 million (a 3.4 % increase over 2025). The measure will be debated at a private council meeting on Wednesday and is expected to pass, given the governing PSD/CDS‑PP/IL majority.
