Lisbon secured the top ranking due to its competitive costs, flight connectivity, and outdoor activity infrastructure, such as sailing and surfing. Barcelona, Spain, follows in second place, noted for its high-end cultural experiences and hotel capacity.

For budget-conscious organizations, Central and Eastern Europe are highlighted as strong alternatives. Prague, Czech Republic, and Budapest, Hungary, offer dining and accommodation costs up to 30% lower than Western European destinations while providing unique group activities like scavenger hunts and castle banquets.
