Lithuania issues guidance on residency and health insurance

Lithuanian authorities are issuing guidance regarding residency declarations and mandatory health insurance (PSD) obligations.

The Vilnius City Municipality is encouraging new residents, particularly students, to declare their official place of residence in the capital. Declaring residency ensures that personal income tax (GPM) remains within the municipality, which funds local public transport, culture, and infrastructure. Residents can declare residency through the Electronic Government Gateway or at local eldership offices using rental or dormitory agreements.

Separately, the State Social Insurance Fund Board (Sodra) has issued a warning regarding mandatory health insurance. While the state covers insurance for students and recent graduates through August, individuals who are not employed or studying may need to pay PSD contributions independently starting in September. Failure to pay can result in debt and the loss of subsidized healthcare services. For 2026, the minimum monthly PSD contribution is set at 80.48 euros.
