Lithuania Ministry of Culture proposes income tax relief for cultural donations

The Lithuanian Ministry of Culture has proposed a new personal income tax (PIT) relief model to encourage private donations to cultural institutions. Under the proposal, individuals donating personal funds would receive a partial refund of their income tax.

The tiered refund structure is as follows: a 50 percent refund for donations up to 500 euros, a 30 percent refund for donations between 501 and 5,000 euros, and a 20 percent refund for donations exceeding 5,000 euros. The Ministry aims to increase both the volume and the breadth of private support for the arts.

Minister of Culture Lukas Alsys stated that the total annual tax relief is capped at 5 million euros. Preliminary estimates suggest this cap could stimulate between 12 and 15 million euros in total donations. The proposal is currently being coordinated with the Ministry of Finance. If approved, the legislative changes are expected to be presented to the Seimas during the spring session.
