Lithuania to lower electricity rates for vulnerable consumers

More than 285,000 vulnerable electricity consumers in Lithuania will have the opportunity to pay lower rates through a transition to public supply. Starting in the second half of this year, eligible individuals will be offered a ‘Standard’ single-zone tariff of 20 ct/kWh, which is 4 ct/kWh lower than the usual public supply rate.

Vulnerable consumers include those receiving social assistance, persons with disabilities, and those receiving state pension supplements. According to the Ministry of Energy, the average monthly savings for such users could range from 3 to 9 euros, or more in some cases.

To facilitate this, new procedures for information and transition are being implemented. If a public supply price is at least 1 ct/kWh lower than an independent provider, the provider must inform the consumer and allow them to switch. By August 2026, a ‘silent consent’ model will be introduced, where contracts will automatically switch to the lower public supply rate if the consumer does not respond to notifications.
