Lithuanian business corruption risks persist in municipalities

A new study by the Special Investigation Service (STT) titled ‘Lithuania’s Corruption Map 2026’ indicates that businesses are becoming more resilient to corruption. The percentage of companies that have provided bribes has decreased to 2%, and 46% of companies now implement at least one anti-corruption measure.

Despite this progress, significant risks remain, particularly within municipal procedures and political decision-making. Approximately 64% of respondents view municipal activities as non-transparent. The highest bribery expectations were reported in areas related to construction (11%), land management (9%), and infrastructure or environmental decisions (9%).

Regarding political influence, 43% of business representatives consider decision-making in Lithuania to be closed or very closed. Furthermore, 67% of respondents reported hearing about attempts to influence decisions or legislation, with 81% of those believing such influence was exerted through illegal means. Common methods mentioned include unofficial meetings, use of connections, and financial support for political parties or election campaigns.
