Lithuanian Minister proposes stricter electric scooter regulations

Lithuanian Transport Minister Juras Taminskas has introduced proposals to tighten regulations for electric scooters and other micro-mobility vehicles to combat rising injury rates among users, particularly minors.

Key proposals include raising the minimum age for independent scooter use from 16 to 18, though 16-year-olds could ride if they complete a special training course. For children under 12, adult supervision would be mandatory. The plan also introduces mandatory registration for all electric scooters. More powerful vehicles would face stricter requirements, including technical inspections, civil liability insurance, and a Category A driver's license.

To enforce these rules, the minister suggests fines ranging from 450 to 900 euros, with repeat offenders facing fines up to 1,800 euros and potential vehicle confiscation. The changes are intended to take effect by April 1, 2027. Taminskas noted that if these regulations fail to improve safety, more drastic measures, such as total bans, could be considered.
