Liverpool Council orders removal of illegal fence in Hartley's Village

Liverpool City Council issued an enforcement notice requiring the removal of a large green fence and plant equipment that were erected on the communal square of Hartley's Village, a historic conservation area. The notice follows the landowners' failure to appeal, giving them 28 days to dismantle the fence, remove all posts, panels and gates, and restore the ground surface.

The square, created by jam‑factory founder William Pickles Hartley for his workers, has been a recreation space for over a century. The land, bought in September 2024 by NWMS Property Ltd from previous owners Paul and Gerard Waite, was found to be in breach of planning rules that protect the village’s distinct industrial‑residential character. Council spokesperson warned the erection was “not acceptable and is undertaken at their own risk”.
