Local councils in Changwon and Pohang hold personnel hearings for public agency heads

Municipal councils in Changwon and Pohang recently conducted personnel hearings to vet candidates for leadership positions in local public agencies, facing scrutiny over potential political favoritism and management efficiency.

In Changwon, candidates for the Changwon Industry Promotion Agency and the Changwon Facilities Corporation underwent verification of their professional expertise and ethics. Council members raised concerns regarding “reward appointments” (보은인사), noting that both candidates held significant roles in Mayor Kang Ki-yoon’s election campaign and transition committee. Song Byeong-kwon, the candidate for the Industry Promotion Agency, addressed these concerns by stating he does not view the position as a personal reward, though he acknowledged the gravity of public criticism.

In Pohang, the city council held its first-ever personnel hearing for a public agency head, focusing on Do Seong-hyeon, the candidate for Chairman of the Pohang Facilities Management Corporation. The hearing addressed the rapid expansion of the corporation’s commissioned projects, safety management protocols, and imbalances in performance bonuses. Candidate Do pledged to move away from superficial safety management toward a field-based responsibility system and to address pay disparities within the organization.
