Local economic and waste transport regulatory updates in Arkansas and Delaware
In Arkansas, Issue 3 is being proposed to grant the Arkansas General Assembly authority to establish a framework for locally created economic development districts. This measure would allow cities and counties to identify specific needs, such as industrial site utility services, road improvements, or housing shortages, and determine if an economic development district is necessary. The decision-making process and district boundaries would remain local rather than being imposed by the state government.
In Delaware, the Department of Natural Resources and Environmental Control (DNREC) has published a notice regarding nine companies that have applied for permits to transport hazardous and non-hazardous solid waste. The applications involve the movement of regulated waste into, out of, or through the state under the Resource Conservation and Recovery Act. The companies listed include Complete Recycling Group LLC, Faztec Industries, Inc., GemChem, Inc., HMA Trucking LLC, JM Express, Inc., Oakley Trucking, Inc., TNI (USA) Inc., Trappe Mill Pond, Inc., and Triumvirate Environmental, LLC. The deadline for public comments or hearing requests is November 11, 2026.
