Local governments face communication and autonomy challenges

Local governments face increasing challenges regarding communication and operational autonomy. In Argentina, political consultant Rolando Muzzin addressed the shift from traditional media to digital algorithms during a conference in San Francisco organized by ACEP and the Konrad Adenauer Foundation. The discussion highlighted how algorithms now dictate public visibility and the difficulties municipalities face in building independent narratives amidst political polarization and the rise of artificial intelligence.

In the Dominican Republic, discussions regarding municipal power highlight a gap between legal autonomy and practical capacity. While the Constitution and Law 176-07 establish municipal competencies, local governments often lack the necessary resources, personnel, and financial authority to act effectively. This results in a dynamic where citizens look to mayors for solutions to local issues, yet decision-making and funding remain concentrated in national ministries and central institutions.
