Romania economic policy: pension indexing, meal vouchers, and tax debates

Romania is facing several significant economic and fiscal developments. Regarding pensions, the government is navigating budget constraints for the 2027 indexation. While legal formulas suggest a potential increase of approximately 7.5% based on inflation and wage growth, officials have signaled that the final percentage will depend on budget availability and deficit reduction targets. Some scenarios suggest a smaller 5% increase or one-off aid for low-income pensioners.

In the labor sector, economist Cristian Păun and researchers from the Bucharest University of Economic Studies (ASE) have proposed increasing the daily value of meal vouchers from 45 to 50 lei. This recommendation stems from a study showing that current indexation formulas fail to reflect actual cumulative inflation. Alternative solutions include correcting the indexation formula or eliminating the 10% health insurance contribution (CASS) applied to these vouchers to boost purchasing power.

Additionally, political leaders in Caraș-Severin have voiced strong opposition to any increases in local taxes, citing that the population has reached its limit of financial endurance. Meanwhile, the Ministry of Finance is analyzing potential changes to the tax base, which could affect income from rents, interest, and dividends.
